USCIS Service Centers- Student-Based Inquiries

In order to effect efficient and consistent communication, USCIS Service Centers and the NAFSA Regulatory Ombudspersons have collaborated to provide the following guidelines.

Please note: these protocols have been created specifically for Designated School Officials (DSO), Responsible Officers (RO) or other immigration advisers at education institutions. Students and other members of the public may utilize many of the measures in Step One. For EADs pending more than 90 days, students and other applicants should follow the processes outlined in the USCIS Ombudsman Guidance on EADs Pending More Than 90 days.

When to contact your...
KC ISSS Regional Liaison?
Questions regarding regulations and policies affecting nonimmigrant students and scholars, including:
  • Routine "How To" Questions
  • Basic Immigration Questions
  • USCIS Service Center application processing questions
Regulatory Ombudsperson?
Problem cases pending at a USCIS Service Center, for example:
  • Optional Practical Training (OPT)
  • Change of Status (COS)
  • F-1 Economic Hardship Employment
  • Replacement I-94
  • J-2 Employment
  • H-1B petitions
  • I-140 petitions

Step One:

Consult resources available to you before contacting a Service Center or Regulatory Ombudspersons:

For Inquiries Regarding Student Cases (I-539, I-765 for OPT)

Step Two:

If case is beyond USCIS stated processing time, immediately contact the National Customer Service Center (NCSC) by phone or ERequest. Do not use both as this could be cause for more delay. USCIS monitors the NCSC Ticket system.

Follow these steps to make a phone request.

  • Phone: 1-800-375-5283
  • During your call we recommend that you take note of the following information:
  • The name and/or id number of the NCSC representative
  • The date and time of the call
  • Any service request referral/ticket number if a service referral on a pending case is taken
  • NCSC should email you a ticket confirmation within 23 days after the call

There are several ERequest options available. Choose the appropriate one for your case.

  • Use the email address according to the chart of Service Centers below.
  • Have the following information ready to include in the email:
    • Receipt #:
    • Date submitted to Service Center:
    • Type of Case/Form Number:
    • Beneficiary's FAMILY name, and Given name:
    • Beneficiary's Date of birth:
    • Beneficiary's current mailing address:
    • Beneficiary's address (address used on the application and current address if different from application):
    • Succinct explanation of the problem (please limit to just a line or two):
    • Adviser's name:

** TSC now requires that all expedite and correction requests must first be submitted through the National Customer Service Center at 1.800.375.5283. Advisers should check the USCIS Expedite Criteria to see if the case in question qualifies before making the request to NCSC.

* VSC generally requires that OPT I-765 expedite requests are called into NCSC (800.375.5283).

EAD Corrections

*If your Form I-765 was approved by the PSC and your EAD contains incorrect information due to USCIS error, you must return the original card along with a detailed explanation of the error and supporting documentation to the PSC at the address above.

Step Three: If the issue is still unresolved after 30 days, NAFSA Members can request case assistance from your regional Regulatory Ombuds through IssueNet: Get Liaison Help.

  • Log in to IssueNet and click on "Get Liaison Help"
  • Submit the inquiry online (please include all the required and pertinent information)
  • Your Regulatory Ombud will contact the Service Center and update the case online
  • You will get an e-mail notification when the case is updated or resolved
