Plan for 300,000 Exchange Students: A NAFSA Japan SIG Issue Brief
In his policy speech to the 169th session of the Diet in January 2008, then Prime Minister Fukuda put forward a "Plan for 300,000 Exchange Students" as a policy measure to create A Japan that is Open to the World. The government hopes to boost the number of foreign students to 300,000 by 2020, as Japan lags far behind the United States and major European countries. The plan has significant implications for NAFSA members. The attached issue brief reviews these implications and provides an unofficial English translation of the plan (provided by the Japan SIG).
