Final PERM rule

Text of the Department of Labor's final rule to implement the PERM Alien Labor Certification program. The changes became effective for permanent labor certification applications filed on or after March 28, 2005. The rule implements a completely revised system for the filing and processing of labor certification applications for the permanent employment of aliens in the U.S. Among other changes, employers will now be able to file application forms online. Also, employers must also conduct recruitment before filing their applications.
