Ministerial Conferences

Every two years, ministers of education from the signatory countries meet to assess progress made and set a direction for the next two years.

Leuven/Louvain-la-Neuve (2009)

The Bologna Follow-up Group adopted a work program for the time leading to the next Ministerial Conference which will take place in Leuven/Louvain-la-Neuve on 28-29 April 2009. Priority themes of the agenda include:
  • Stocktaking of the overall implementation of the Bologna goals, including issues related to the social dimension of the European Higher Education Area, mobility, employability, lifelong learning and recognition.
  • Dialogue with the world academic community on the Bologna process.
  • Preparation of the evaluation of the newly established European Register of Quality Assurance Agencies.
  • Future orientations for furthering the process after 2010.

London (2007)

The most recent meeting of the European Ministers took place in London, May 2007, as reported in the London Communique.  The Bologna Process Stocktaking 2007 Report is the BFUG working group report prepared for the London Conference which gives country-by-country progress on:
  • Degree system
  • Quality assurance
  • Recognition of degrees and study programs
  • Lifelong learning
  • Joint degrees
Of particular interest is the European Universities Association (EAU) Trends V Report (6.2m Icon PDF 16), which assessed the degree of implementation in the European Higher Education Area (EHEA).

Bergen (2005)

The European Ministers responsible for higher education met in Bergen (44kb Icon PDF 16) on May 19-20, 2005. Working groups spent time discussing: doctoral studies and the synergy between higher education and research, lifelong learning, quality assurance and recognition in a global perspective, and institutional autonomy and governance. The European Higher Education Area Beyond 2010 (18kb Icon PDF 16) was submitted as a background paper to inform the Ministers' discussions.


Berlin (2003)

A follow-up meeting of the European Ministers in charge of higher education took place in Berlin (34kb Icon PDF 16) on September 18-19, 2003. Ministers reviewed the progress achieved since the Prague meeting in 2001 and set directions and concrete priorities for the next 20 months. The ministers focused on three priorities: the degree system, quality assurance and the recognition of degrees, and periods of study.


Prague (2001)

Two years after signing the Bologna Declaration, European Ministers in charge of higher education, representing 32 signatories, met on May 19, 2001 in Prague (76kb Icon PDF 16) in order to review the progress achieved and to set directions and priorities for the coming years of the process. Ministers reaffirmed their commitment to the objective of establishing the European Higher Education Area by 2010. They chose Prague to hold this meeting to demonstrate their desire to involve all of Europe in the process in light of expansion of the European Union.
