Resources for International Recruiting

International recruiting is an activity with broad appeal to U.S. educational institutions. Among its many benefits are internationalization of the campus and curriculum in an increasingly interdependent world, and increased revenues for the institution. Recruiting can be approached in a variety of ways, from employing strategies that do not require you to leave campus (frequently referred to as “armchair recruitment”), to traveling abroad to recruit students, develop contacts, and work with a variety of international constituents. Which approach you choose will depend on the particulars of your institution and the outcomes you seek.



Introduction

This internet resource on international recruiting was developed by Bob Hunter from Technical Career Institutes with assistance from Nancy Maly and Tom LePere from ECIS North America under the auspices of NAFSA's former Admissions Section (ADSEC) Team. It is signed to assist in developing or refining international recruitment programs and strategies. Our hope is that it assists you and your institution in meeting your goals.

You are also invited to suggest additions to this resource. It will only be as complete and as useful as possible with your assistance. If you have suggestions for material that should be added to this resource, please contact the Network Manager.

Those institutions with serious interest in creating or improving their international recruiting programs will also want to consider purchasing NAFSA's Guide to International Student Recruitment. It is a cohesive and well-organized guide to international recruitment and developing an effective international admissions program. Topics covered include effective publicity, ethics, credential evaluation, overseas networks, and working with third-party representatives. Authored, edited, and reviewed by leaders in international recruiting today, this volume effectively shares their collective wisdom and is a must-have for any international admissions program.


Student Mobility Patterns and Resources for Global Education Statistics

Open Doors
An Institute of International Education (IIE) sponsored site which complements their Open Doors Publication detailing international student enrollment data in the United States. Included are the latest student inflow data, and a library of commentaries from leading thinkers in international education. An extremely useful site.

Department of Homeland Security Office of Immigration Statistics
Statistics on a variety of topics. If you go to the main site you will also find a wealth of good information on immigration regulations.

UNESCO Institute for Statistics
The site includes information on various indicators in education (access, participation in education, enrollment, literacy rates, etc.), organized by country.

United States Agency for International Development Global Education (USAID)
A database of educational and socio-economic indicators indexed by country.

Organisation for Economic Co-operation and Development (OECD)
Information on educational and socio-economic indicators in OECD countries. Also available is information on ordering some useful OECD publications


Ethics in International Student Recruitment

NAFSA: Association of International Educators (NAFSA)
NAFSA's Code of Ethics for members provides a detailed outline for ethical behavior in international education.

National Association for College Admission Counseling (NACAC)
Guidelines for the Recruitment, Admission, and Support of International Students. An excellent outline for the ethical practice of international admissions and recruitment.


International Mission Statements

Mission statements are a way of identifying priorities and garnering support for international education endeavors by putting goals and outcomes in writing. International programs and admissions concerns are best served when there is an institution-wide commitment and when that commitment is reflected in the institution's mission. Defining your mission as it pertains to international education, at whatever level possible, is a move in the right direction.

NAFSA provides numerous opportunities for training through national and regional conference sessions and workshops, the Professional Development Program (PDP), and other workshops and travel opportunities.

American Association of Collegiate Registrars and Admissions Officers (AACRAO)
Information on national and regional conferences, including sessions and workshops.
In addition, the Summer Institute on International Admissions provides an intensive orientation to credential evaluation coupled with a unique opportunity to meet with a variety of overseas counselors and advisors.

National Association for College Admission Counseling (NACAC)

ECE Electronic Newsletter
Subscribe to this email newsletter where the staff at ECE share their research with others in the field of foreign credential evaluation. Previous newsletters are also archived on the ECE Web site and can be searched by country.

WENR is World Education Services’sfree and searchable online newsletter with updates on foreign systems of education and trends in international education. Archived newsletters currently go back to 1998.


Electronic Discussion Lists

Forums provide an opportunity for international education professionals to share knowledge about specific ares of marketing and recruiting. There are discussion forums throughout the NAFSA Networks for various areas of the profession.

Discussion group for those involved in international education and international educational exchange.

FSAdvisor-L
Online forum for foreign student and scholar advisors. Useful to international admissions professionals, but appears to be more extensively used by those involved with advising, cross-cultural and immigration issues.

Linden Educational Services Listserv
This discussion group for members of Linden Tours, offered by Linden Educational Services is also open to others interested in international student recruitment. Joining is a good way to network with other recruitment professionals.

European Association of International Educators Listserv (EAIE-L)
Discussion list for EAIE members only. Good way to follow developments in European higher education.

European Council of International SchoolsListserv (ECIS)
A variety of discussion lists are sponsored by ECIS, including one for admissions and one for guidance counselors. These discussion groups are for ECIS member institutions only.


Outsourcing Foreign Credential Evaluations

The function of a foreign credential evaluation service is to provide an evaluation judgment that makes the foreign education completed by an applicant understandable in U.S. terms, so that interested campus constituents can assess that applicant. s foreign educational background appropriately. The institution makes the admission decisions. An institution that actively recruits abroad will benefit from having admissions professionals with knowledge of foreign credentials on staff.

National Association of Credential Evaluation Services (NACES)
NACES was the first association of foreign credential evaluation services. Established in 1987 by a group of foreign educational credential evaluation services, it is a private membership association committed to formulating and maintaining ethical standards in the field of foreign credential evaluation.

Association of International Credential Evaluators, Inc. (AICE)
The Association of International Credential Evaluators, Inc. (AICE) is a not-for-profit private membership association of foreign educational credentials evaluation entities to fill the need for an inclusive professional organization in the field of applied comparative education.

U.S. Citizenship and Immigration Services (USCIS)
The USCIS is responsible for the administration of immigration and naturalization adjudication functions and establishing immigration services policies and priorities.


NAFSA's Adviser’s Manual of Federal Regulations Affecting Foreign Students
This manual contains over 1300 pages of information-packed pages, divided into chapters that cover the wide range of immigration topics that an institution might encounter, as well as structural chapters that describe how the U.S. immigration system works.

NAFSA's Knowledge Community for International Student and Scholar Services
Information on resources and training opportunities in the various aspects of international student and scholar advising.


Armchair Recruitment

There are many ways to recruit international students without ever leaving campus. A good way to begin is by developing a mailing list of advising sites where prospective international students and those who advise them will receive information from you and have every opportunity to learn about your institution.

This the most current list of educational advising centers outside the United States that are assisted by the U.S. Department of State. This handbook contains international and APO/FPO addresses, e-mails, URLs, and other contact information for advisers worldwide. The College Board Web site also provides ongoing updates of changes in directory information.

International School Services Directory of Overseas Schools
A comprehensive guide to American and international schools around the globe, with over 500 individual listings.

Embassy.org
A Web site for the Washington, D.C. foreign embassy community. Contains links to various embassy Web site and other contact information, information on foreign travel, and other useful information.

EmbassyWorld
Directory and search engine of the world. s embassies and consulates.

Fulbright Commission Offices
Fulbright bi-national commissions are non-profit organizations established to oversee the Fulbright Program abroad. Many of them are funded jointly by the United States and the host government. In a country without a commission, the Public Affairs Section of the U.S. Embassy develops and supervises the Fulbright Program.

Regional centers share international education resources with students, academics, corporate leaders, international visitors, and schools across the United States. They also raise scholarship funds, conduct educational programs, and arrange activities and home hospitality for students on IIE-administered programs in their regions.

Institute of International Education (IIE) International Centers
International centers provide a variety of services including advising, and testing and training support to students and professionals from the U.S. and around the world.

America-Mideast Educational & Training Services Office (AMIDEAST) 
AMIDEAST is a private, not-for-profit organization working to strengthen mutual understanding and cooperation between Americans and the people of the Middle East and North Africa. AMIDEAST has publications that assist in the evaluation of education credentials from the region and advising offices in approximately 20 locations throughout the Middle East.

Department of Defense Schools (DoDs)
While DoDs may not be the first thing that comes to mind when most people think of international recruiting, these schools should not be overlooked. DoDsstudents and counselors have an international perspective and appreciate learning about higher education opportunities Stateside.

OSEAS-Europe
Provides a good understanding of OSEAS-Europe with contact information for each advising center. If you go to Internet Resources in Educational Advising, you will find an amazing page of links to information also helpful to international admission professionals.

American and International School Organizations and Links

Association of 300+ boarding schools in the U.S. and abroad. U.S. boarding schools should not be overlooked as a source for international student enrollments.
Association for over 1,100 independent (private) schools in the United States and abroad.

Free Advertising Options: Search Engines

Consult with your institutional Web master or information technology staff to be sure that your institution’s site is listed with the many search engines available.

Dave's ESL Café
Contains an incredible amount of information on ESL programs, chat rooms, job opportunities, etc.

Digital Education Network (Edufind)
Search for institutions and programs by country and institution type (universities, language programs, secondary schools, vocational schools, etc.). A basic subscription and listing is free, but higher levels of service carry a fee.

GlobalStudy
Search for ESL programs by country.

Gradschools.com
Offers free listings and additional services for a fee. Prospective students can search by a variety of criteria, such as location of academic discipline.

Directory of U.S. ESL programs published by the Institute of International Education. A general listing is free, but additional services and a more detailed listing are available for a fee.

International Study and Educational Service (Japan)
Online search engine for schools in the USA, UK and Australia. ISES also publishes guidebooks for Japanese students seeking to study abroad.

ALC Press (Japan)
Web site and publications, widely distributed in Japan.

Al-Jamiat (Middle East)
Magazine on U.S. education available throughout the Middle East.

American Colleges and Universities (AC&U)
The site and publication are part of the European Council of International Schools (ECIS). Site is searchable, and the publication has a current circulation of over 60,000 and is available to students in international schools and USIS Offices.

Study in the USA
Established in 1978, Study in the USA offers advertising options on the popular Web site or in one or more of seven regional magazines and a summer school publication for prospective international students. Circulation exceeds 300,000.

Study America
IIE’s fee-based educational advising and placement service. Fees charged to students do not include university or program application fees.

International Education Service
A site for colleges, universities and ESL programs, with a heavy emphasis on ESL. You can be listed through their Web site and also choose advertising options in one of their publications.

Study Abroad
Listing of academic and intensive language programs with links to a variety of other college search companies.

U.S. Journal of Academics
Dedicated to encouraging overseas students to learn more about U.S. educational opportunities, via the Internet. Services are designed to supplement international recruitment efforts at a reasonable price.

Colleges in the USA
Connects prospective international students with US universities, colleges, English language schools, and provides the international student with a comprehensive and engaging resource about studying in the USA.

Test of English as a Foreign Language (TOEFL)
Detailed information on TOEFL for students and institutions. Includes access to TOEFL research data, study guides and tutorials, TOEFL administration dates and locations, etc.

English Language Placement Test
An alternative ESL assessment for international students of non-native English speakers currently in the U.S.

International English Language Testing System (IELTS)
A joint venture of the University of Cambridge Local Examinations Syndicate and the British Council (UK), and IDP Education Australia. Widely recognized in the UK and Australia and gaining recognition in the U.S.

ESL Organizations and Associations

ESL programs, especially non-institution-based programs, can be a great place to recruit international students for universities and graduate schools. Many ESL programs maintain collections of college catalogs and materials from their students, and have advisors to assist students in the college selection process.

American Association of Intensive English Programs (AAIEP)
An organization of IEP programs and directors with links to member programs and a search for prospective ESL students.

Teachers of English to Speakers of Other Languages (TESOL)
TESOL's mission is to develop the expertise of its members and others involved in teaching English to speakers of other languages to help them foster effective communication in diverse settings while respecting individuals' language rights.

University and College Intensive Enplish Programs (UCIEP)
Site for a consortium of university- and college-based intensive English programs in the United States.

America-Mideast Educational and Training Services, Inc. (AMIDEAST)
Information on AMIDEAST-sponsored fairs in Egypt (Alexandria and Cairo). AMIDEAST may also offer fairs in other Middle Eastern locations.

European Council of International Schools (ECIS)
Tours/fairs take place in major cities in Europe.

International Conferences, Exhibitions and Fairs (ICEF)

ECIS International Student Registry Services
This service was started to enhance communication between secondary school juniors attending CIS schools and other major national schools around the world, and CIS member colleges and universities.

Peterson's International Student Network
Subscribers are listed in the Peterson’s publication "Applying to Colleges and Universities in the United States", which is distributed to advising centers around the world. You specify the qualifications you seek in international students. Peterson’s then, on a monthly basis, forwards names, addresses and profiles for student who meet your requirements.
