National Lieutenant Governors Association Passes Resolution Calling for an International Education Policy for the United States

Action Urges Presidential Candidates to Outline Plans for a Policy
WASHINGTON, July 30, 2008 – NAFSA: Association of International Educators applauds last week’s passage by the National Lieutenant Governors Association (NLGA) of a resolution supporting the establishment of a national policy on international education. The resolution, which was adopted during the bipartisan association’s annual meeting, urges the presidential candidates to outline their plans for a national international education policy and calls on state governments to support international education at the state level.

Lt. Govs. Brian Dubie (Vt.) and Barbara Lawton (Wis.) sponsored the resolution, and cosponsors included Lt. Govs. John Bohlinger (Mont.), Jack Dalrymple (N.D.), Gary Herbert (Utah), Catherine Baker Knoll (Pa.), Brian Krolicki (Nev.), Mark Parkinson (Kan.), Pat Quinn (Ill.), and Timothy P. Villagomez (CNMI).

“In adopting this resolution, the NLGA has demonstrated the strong commitment of state leadership to a vital resource for our country: international education is a critical component of our global engagement, economic competitiveness, and security, at both the state and national level,” said NAFSA Executive Director and CEO Marlene M. Johnson. Johnson is a former lieutenant governor of Minnesota.

Noting that “international study is an important way to share U.S. values and to create goodwill between the United States and the rest of the world,” the resolution cites the need to increase the numbers of both international students and scholars at U.S. colleges and universities and American college students who study abroad. The resolution also connects international education directly to state-level interests: “The economies of the 50 states are inextricably tied to the rest of the world, and state economic development depends upon a deliberate state-level strategic development plan that includes recognition of the role of international education in all its facets.”

NAFSA has long been a leading advocate of state-level initiatives to support and expand international education, and has called for a national policy on international education spearheaded by the president. To date, 22 states have passed resolutions supporting international education in at least one chamber.
