  Intense Debate on DREAM Act as Congress Prepares to Consider Bill
The DREAM Act, which would create a path to legal immigration status for children born outside the United States who were brought here illegally before the age of 16, has been featured prominently in the news this week. Editorials in The New York Times and The Economist, among others, urged passage of the bill. Voices opposing the DREAM Act have also been strongly represented. A letter from NAFSA Executive Director and CEO Marlene M. Johnson responding to an opinion piece by Rep. Lamar Smith (R-Tex.) appeared in The Hill newspaper yesterday.   Chinese Students Return Home for New Opportunities
More than 100,000 Chinese students with degrees from foreign institutions returned to their homeland in 2009, according to Education Ministry figures reported in The Christian Science Monitor. Read the article to learn why these "sea turtles," as they are referred to in China, are choosing to go back to China.


  Foreign Language Programs Face Elimination
The New York Times takes a look at the state of foreign language study at U.S. colleges and universities, highlighting recent developments at SUNY-Albany, which announced this fall that it planned to eliminate French, Italian, and Russian language programs to help balance its budget.

  Nominate International Educators for NAFSA's National Awards
 
It's time for NAFSA to honor excellence in international education. Don't forget to nominate deserving international educators for NAFSA's National Awards, which will be presented at the 63rd Annual Conference & Expo in Vancouver, British Columbia, Canada. Awards include the Cassandra Pyle Award for Leadership and Collaboration in International Education and Exchange; the Marita Houlihan Award for Distinguished Contributions to the Field of International Education; the Homer Higbee Award for Distinguished Service to NAFSA; and Life Membership. Nominations are due by February 11, 2011.


  Apply Now to Become a Trainer Corps Member
 
Do you have expertise and specific skills in international education and the ability to articulate basic concepts? Are you interested in gaining training experience and working closely with other knowledgeable colleagues? If so, Trainer Corps might be right for you. Trainer Corps is a group of NAFSA members selected to deliver one or more of NAFSA's Core Education Program (CEP) workshops at the national, regional, and local levels. Applications are due by Monday, January 24, 2011. Apply today!

GOVERNMENT & PUBLIC AFFAIRS UPDATE
  Update on the DREAM Act in Congress
 
Senate Majority Leader Harry Reid (D-Nev.) plans to ask the Senate to consider the DREAM Act before this Congress adjourns and the new Congress convenes in January 2011.   CIS Ombudsman Publishes 2010 Report to Congress
 
The Citizenship and Immigration Services Ombudsman has published its Annual Report 2010, providing to Congress a thorough explanation of the ombudsman's role, identifying several "pervasive and serious problems" for USCIS, and offering recommendations for improving customer service.


  U.S. Embassy in India Announces Changes in Visa Application Process
 
The U.S. Embassy in India recently issued a press release announcing the reorganization of consular districts and stating that the embassy and the consulates in Mumbai, Chennai, Kolkata, and Hyderabad "now accept visa applications from across India at all visa facilities, regardless of the applicant's home address or city of residence."


  USCIS Posts I-9 Stakeholder Meeting Summary
 
USCIS has made available an executive summary of the November 2, 2010, national stakeholder meeting and teleconference concerning Form I-9.

The American Bar Association will offer a complimentary teleconference, "Avoiding Discrimination Claims in the Employment Verification Process: An Introduction to the Office of Special Counsel," on December 14, 2010, 1:00 p.m.-2:30 p.m. (EST). Registration is required.
