President submits DHS reorganization plan modification

On January 30, 2003, President Bush submitted this Department of Homeland Security reorganization plan modification, which eliminates the Bureau of Border Security called for by the Homeland Security Act, replacing it with two separate bureaus: a Bureau of Immigration and Customs Enforcement and a Bureau of Customs and Border Protection.
