Effective October 8, 2008, the Conrad State 30 deadline was retroactively extended until March 6, 2009, and the per state limit on waivers issued to physicians who practice medicine in areas not designated by HHS as having a shortage of health care professionals, but who do practice in facilities that serve patients who reside in such areas, was raised from 5 to 10.

This deadline has been extended for two years at a time since 2002. This year, it was only extended for 5 months from the date the bill was signed into law, until March 6, 2009. The bill as originally introduced in the House and Senate would have extended the deadline for 5 years, until June 1, 2013, but a last minute amendment reduced the deadline to March 6, 2009.  The Congressional Record [House, September 27, 2008 p. H10267] indicates that internal disputes involving Senate refusal to extend E-verify legislation for more than 5 months was the cause of this short limit.
