On July 22, 2004 DHS’s Bureau of Citizenship and Immigration Service published an interim rule in the Federal Register extending the deadline for certain health care workers from Canada and Mexico requiring them to obtain health care worker certificates. The rule applies to affected workers who were employed as “trade NAFTA” (TN) or “trade Canada” (TC) nonimmigrant workers and held valid licenses from a United States jurisdiction before September 23, 2003.
