The General Accounting Office (GAO) released a report that analyzes actions taken by DHS and DOS to address weaknesses in the visa revocation process. The report finds that "State’s and DHS’s procedures are not fully coordinated and lack performance standards, such as specific time frames, for completing each step of the process. Outstanding legal and policy issues continue to exist regarding the removal of individuals based solely on their visa revocation." GAO recommended that DHS and DOS develop a written government-wide policy detailing the roles and responsibilities of each agency involved in the visa revocation process, and further, to provide Congress by October 1, 2004 with a list of specific actions needed to resolve outstanding legal and policy issues.
