In a rule published September 6, 2002, the INS designated Iran, Iraq, Libya, Sudan and Syria as countries whose citizens are subject to the special registration requirements that had been set forth in a separate rule published on August 12, 2002. That rule requires fingerprinting and photographing upon arrival, as well as in-person registration after 30 days, annual reregistration, and final registration when leaving the U.S.) The designations are effective September 11, 2002.
