March 31, 2004, the U.S. Department of Commerce issued the descriptively titled report, Deemed Export Controls May Not Stop the Transfer of Sensitive Technology to Foreign Nationals in the U.S. (Final Inspection Report No. IPE-16176-March 2004). In the report, the Departments of Commerce, Defense, Energy, Homeland Security, and State report observations on whether current export control laws and regulations adequately protect the United States from the transfer of technology to foreign nationals.
