On July 9, 2004, DHS published a notice in the Federal Register to correct an error contained in the final SEVIS fee rule (AMDOC# 200406016). The error was as follows: the date at 8 CFR 214.13(b)(3) [69 Fed. Reg. 39814, 39825] should have read August 31, 2004 rather than May 31, 2004. The July 9, 2004 notice corrects the date to read "August 31, 2004." It is this paragraph that puts into effect an important part of the SEVIS rule's September 1, 2004 effective date, i.e., that aliens issued "begin new program" I-20s or DS-2019s on or before August 31, 2004 would not be subject to the fee before using that form.
