On November 17, 2008 the Department of State’s Bureau of Educational and Cultural Affairs (ECA) announced that its Office of English Language Programs is partnering with the private sector to create an online English language learning and literacy series for economically disadvantaged youth outside the United States. This program will be offered free of charge. DOS will accept comments and information from the public through December 17, 2008.
