On September 27, 2007, USCIS made available the 100 questions and answers that comprise the civics component of the new naturalization test that will be administered to citizenship applicants beginning in October 2008.

USCIS conducted a pilot with over 6,000 volunteer citizenship applicants at 10 USCIS sites across the country. Following the pilot, USCIS and an advisory group affiliated with Teachers of English to Speakers of Other Languages (TESOL) reviewed the responses and re-phrased and re-piloted the questions at 64 citizenship classroom sites around the nation. The secondary review focused individuals at the Low-Beginning to High-Beginning levels of English comprehension, to make sure the average citizenship applicant could understand the question and answer items.
