USCIS provides guidance change on photo standard, effective September 1, 2004

An August 25, 2004 USCIS field memo reminds field offices of the implementation of the new photograph standards effective September 1, 2004. USCIS offices will provide a six (6) calendar day grace period after September 1, 2004 for acceptance of 3/4 profile pictures.
