A June 17, 2004 report compiled by the Congressional Research Service (CRS) provides background on foreign medical graduates in J-status and recent developments in the J-1 visa waiver program, including current legislative efforts to extend the expired “Conrad 30” program. The “Conrad 30” program was designed to staff medically-underserved areas with J-1 physicians by allowing each state to request 30 waivers of the two-year foreign residency requirement.
