On Tuesday (July 29) evening, the Department of Homeland Security (DHS) sent a letter addressed to "All SEVIS Designated School Officials," providing detailed guidance on several important post-August 1 issues, including the creation of continuing student records after August 1. The e-mail transmittal message reads:

To all SEVIS users:

By now you should have received a memorandum (sent July 25, 2003) outlining the August 1, 2003 approach that will be used by DHS. This attachment provides more detailed information and instruction on:

- Using SEVIS to create certain continuing student records
- Specific information regarding the August 1, 2003 process that will be used by DHS
