A May 23, 2003 rule amended DOS regulations at 22 C.F.R. 41.61 and 41.62 by adding the requirement that consular officials verify the issuance of SEVIS-generated Forms I-20 or DS-2019 by checking SEVIS data contained in the Consolidated Consular Database (CCD). The rule also added the requirement that consular officials verify through the CCD the payment of any applicable SEVIS fee (once that requirement becomes effective). Finally, the rule incorporates reference to Border Commuter Students (F-3 and M-3) as being subject to SEVIS requirements. Consular officials had already begun checking SEVIS data in the CCD as of February 15, 2003. The May 23 rule simply amends the C.F.R. to codify this requirement in the regulations. [68 Fed.
