NAFSA staff recently met with officials from the Student and Exchange Visitor Program (SEVP) and the Counterterrorism and Criminal Exploitation Unit (CTCEU) to learn more about the CTCEU initiatives mentioned at several NAFSA regional conferences. They explained that Brian Smeltzer was recently appointed Unit Chief of the Compliance Enforcement Unit (CEU), and the unit’s name was changed to Counterterrorism and Criminal Exploitation Unit (CTCEU). The CTCEU has three sections:
  1. the National Security Threat Task Force
  2. the SEVIS Exploitation Section
  3. the Terrorist Tracking Pursuit Group
Fred Divigard is the National Program Manager of the SEVIS Exploitation Section. There’s a brief description of CTCEU at http://www.ice.gov/counterterrorism-criminal-exploitation/. Both SEVP and CTCEU report to the Deputy Assistant Director, National Security Investigations, of U. S. Immigration and Customs Enforcement (ICE). One of the officials explained that “CTCEU serves as the law enforcement arm [of ICE] for SEVP.” This is the presentation CTCEU offered at several regional NAFSA conferences and at the meeting with NAFSA staff.
