INS memo on discretionary application of special registration requirements

In late September 2002, news agencies acquired an internal INS memo dated September 5, 2002 that sets forth factors INS officers should take into consideration when excercising their discretionary power to require special registration in NSEERS for individuals not from countries otherwise designated for special registration.
